- 4. A complete set of Bidding Documents may be purchased from Procurement Unit of MoCTCA or TIDP, Singhadurbar, Kathmandu by eligible Bidders on the submission of a written application along with the updated certified copy of company/firm registration certificate, VAT/ PAN registration certificate and tax clearance certificate valid for F/Y 068/69, and upon payment as mentioned on or before 30th day of date of publication of this notice. Bidder’s representative who wishes to purchase the Bid Documents shall furnish authority letter issued by the authorized person of the firm or JV firms.
Bidders who choose to submit their bid electronically through E-procurement section of DUDBC’s Web Site http://www.edudbc.gov.np, bidders may purchase the hard copy of bidding documents or may choose to download the necessary part of bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. In case the Bidder chooses to download and submit bid electronically, the Bidder shall be required to deposit the cost of bidding document as specified above in the TIDP revenue account by direct deposit for the purchase of the bids as specified below and electronic scanned copy (PDF format) of the Bank deposit voucher shall also be submitted along with the electronic bid files.

- Pre-bid meeting shall be held at TIDP Office, Singhadurbar Kathmandu at 12 noon on 21st day of date of publication of this notice
- Sealed Bids must be submitted to The Project Manager, TIDP, Singhadurbar, Kathmandu indicating contract identification number, name of the contract, name of the bidder’s firm and its address on or before 12:00 hours on 31st day from the date of publication of this notice. Documents received after this deadline will be rejected. Alternatively, interested eligible bidders may visit e-procurement section of DUDBC’s website: http://www.edudbc.gov.np and submit their bids electronically as instructed in the instruction to bidders.
- Bids will be opened physically and electronically immediately in the presence of Bidders’ representatives who choose to attend at 14:00 hour on the last day of bid submission at TIDP, Singhadurbar Kathmandu. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a Bid Security, amounting to exactly specified in the table above which shall be valid for 30 days beyond the validity period of the bid. If bidder wishes to submit the Bid Security in the form of cash, the cash should be deposited in TIDP’s Bank Account, Everest Bank Ltd., Account Number: 135001 Dharauti, and submit the receipt of the deposited amount of cash along with the Bid.
- Bidder shall quote the item rates in the BOQ exclusive of VAT. All other taxes and levies which may be applicable shall be included in the quoted rates. In case of discrepancies in rates in figures and words, the rates in word shall govern.
- The Bidder may bid for any or all of the Contracts invited in the IFB. Bidders bidding for more than one contract under this Bid invitation will so indicate in their Bid, together with a statement regarding any discount / cross discounts offered, but the Employer may approve the bid for one or any least cost combination of contracts subject to bidders meeting the qualification. The Bidder should meet the Qualification criteria separately for each Bid and in aggregate as stated in the Instruction to Bidders.
- Notary Public certified documents shall be submitted by the Bidder as per required in Evaluation and Qualification Criteria stated in Bidding Document.
- If the last date of purchasing, Pre-Bid meeting, submission and opening falls on a government holiday it shall be extended to the next working day.
- Bidder is advised to visit sites and assess the actual site conditions before submitting their bids.
- The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason, whatsoever.
- Any matters other than mentioned above will be in accordance with the prevailing law of Nepal.

Expression of Interest for Cable Car Project
As per Immediate Action Plan for Governance and Economic Reform 2069, Tourism Related Activities Implementation Plan of Government of Nepal (GoN); Ministry of Culture Tourism and Civil Aviation (MoCTCA) aims to develop Cable Car Project on the basis of Public Private Partnership (PPP) approach. The Project will be implemented through Tourism Infrastructure Development Project (TIDP) under MoCTCA. In this regard, MoCTCA, TIDP invites Expression of Interest (EoI) from all national/international firms/companies and/or their joint ventures for the development and management of Cable Car Project as mentioned below based on like other modality Build, Own and Operate (BOO) in accordance with the Private Financing on Build and Operation of Infrastructure Act 2063 (PFBOIA 2063) and Private Financing on Build and Operation of Infrastructure Regulation 2064 (PFBOIR 2064).
The EoI document with required information will be available from the date of publication of this notice to the address given below upon payment of NRs. 20,000 (non-refundable) for each project separately in the form of demand draft drawn in favor of the MoCTCA or upon submission of a bank voucher of equivalent amount deposited in favor of MoCTCA in Account No. 5201265, Office code No. 27-325-10, Revenue code No. 14227 of Nepal Rastra Bank, Thapathali, Kathmandu along with a request letter for purchase of the EoI document.
Applicants who have not purchased the EoI document as specified will not be qualified for short listing. Applications received after the deadline of the submission will be rejected and MoCTCA, TIDP shall not take any responsibility in this regard. The short listing of the applicants will be carried out on the basis of Technical, Financial capabilities; and Experience in accordance with the evaluation criteria outlined in the EoI document. The aggregate strength in terms of technical, financial capabilities; and experience mentioned in the EoI document shall be complied separately by the applicant who wishes to apply for each of the Cable Car Project; and proven documents shall be produced to support the criteria by the applicant.
The MoCTCA reserves all rights to accept or reject any application or whole process without assigning any reason whatsoever. The MoCTCA/TIDP will notify applicants about their status. Only short listed firms/companies and/or their joint ventures will be issued Request for Proposal (RFP) document.
EoI must be delivered by 13:00 hours local time on or before the 46th day from the date of first publication of this notice. If the last date of submission of EoI happens to be a public holiday, the next working day shall be considered as the last date of submission. The applicants shall arrange and ensure collection and submission of the EoI document on their own to the MoCTCA, TIDP on time. The EoI submitted shall be opened at the address given below at 14:00 hours on the same day in the presence of representatives of MoCTCA and representatives of firms/companies who choose to attend.
Applications for EoI must be clearly marked "Application for Expression of Interest for Pathibhara Cable Car Project / Swargadwari, Cable Car Project Project " in separate sealed envelope for each project and delivered either by hand or by courier or by registered mail to the address mentioned below. Call for Entries: 2013 UNESCO Asia-Pacific Awards for Cultural Heritage Conservation

Bangkok, 23 October 2012 – Entries are now being accepted for the 2013 UNESCO Asia-Pacific Awards for Cultural Heritage Conservation. The Awards recognize the achievement of the private sector and public-private initiatives in successfully conserving or restoring structures, places and properties of heritage value in the region. The Awards emphasize the importance of the conservation process, including technical achievements and the quality of the restoration work undertaken, as well as community involvement and participation in the project.
The deadline for receipt of materials is 31 March 2013.
Since the Awards were established in 2000, UNESCO has received 469 entries from 24 countries. A total of 148 projects have received Awards for high achievement in conservation, while eight projects have received the Jury Commendation for Innovation.
With support from the Macau Foundation, the Awards programme is now being enhanced to have even greater impact in raising awareness about exemplary practices in conserving heritage sites around the region.
Projects involving heritage properties more than fifty years old which were completed within the last ten years are eligible for consideration. Houses, commercial and institutional buildings, historic towns and villages, archaeological heritage sites and cultural landscapes, for example, are all suitable for entry. The project must be the result of private sector initiative or public-private partnership.
Entries for the 2013 Awards programme must be submitted with an official entry form, project description using provided official format, drawings and photographs in hard copy and on CD ROM to UNESCO Bangkok.
Winners will be announced in August 2013, with a selected number of entries receiving the “Award of Excellence”, “Award of Distinction”, “Award of Merit”, “Honourable Mention” and “Jury Commendation for Innovation”.
In addition to the conservation awards, the “Jury Commendation for Innovation” will also be considered for newly-built structures which demonstrate outstanding architectural design that is well-integrated into historic contexts.
In 2012, Mbaru Niang, a village of traditional houses in Flores Island, East Nusa Tenggara, Indonesia was honoured with the Award of Excellence. The two Awards of Distinction include the Sethna Buildings in Mumbai, India and the Water Systems in Hampi, India. The three Awards of Merit include the Zhizhusi Complex in Beijing, China; the Chandramauleshwar Temple in Hampi, India; and Khilingrong Mosque in Shigar, Pakistan. Two Honourable Mentions were also awarded. They include the William Street Precinct in Perth, Australia and Jaisalmer Fort in Rajasthan, India.
The 2012 Jury Commendation for Innovation was awarded to the Reading Room of the Portuguese School of Macau in Macao (SAR) China.

मिति २०६९।९।१७ मा बसेको मन्त्रिपरिषद्, आर्थिक तथा पूर्वाधार समितिको बैठकबाट स्वामित्वमा विवाद नभएका क्यासिनोहरुको हकमा देहाय बमोजिम गर्ने भनी निर्णय भएकोले यस मन्त्रालयबाट क्यासिनो सञ्चालन गर्न इजाजतपत्र लिएका र हाल स्वामित्व सम्बन्धी कुनै विवाद नभएका व्यक्ति वा निकायहरुले आ.व. २०६९।७० सम्मको बुझाउनु पर्ने रोयल्टी वापतको रकम र सो मा लागेको शुल्क तथा थप शुल्क समेत तिर्न बुझाउन बाँकी रकम बुझाई नवीकरणको लागि आवेदन गर्न हुन सूचित गरिन्छ । आवेदन साथ क्यासिनो सञ्चालन गरे वापत आ.व. २०६९।७० सम्मको बुझाउनु पर्ने रोयल्टी वापतको रकम र सो मा लागेको शुल्क तथा थप शुल्क समेत बुझाएको प्रमाण र यस मन्त्रालयबाट मिति २०६९।१०।१४ मा भएको पत्राचार तथा मिति २०६९।१०।२५ मा प्रकाशित सार्वजनिक सूचनामा उल्लेखित विवरण र कागजात पेश नगरेका र अपूर्ण विवरण पेश गरेका इजाजतपत्र प्राप्त व्यक्ति वा निकायहरुले सम्पूर्ण विवरण र कागजातहरु सहित स्वामित्व सम्बन्धी विवाद नभएको प्रमाण समेत संलग्न गर्न हुन जानकारी गराईन्छ । अन्यथा क्यासिनो बन्द गराई इजाजतपत्र रद्द गरी बाँकी रोयल्टी, शुल्क र रकम सम्बन्धित ईजाजतपत्र प्राप्त व्यक्ति वा निकायबाट सरकारी बाँकी सरह असूलउपर गरिने छ ।
क) क्यासिनो सञ्चालन गरे वापत आ.व. २०६९।७० सम्मको बुझाउनु पर्ने रोयल्टी रकम बुझाइसकेका इजाजतपत्र प्राप्त व्यक्ति तथा निकायको इजाजतपत्र नवीकरण गर्ने ।
ख) आ.व. २०६९।७० को रोयल्टी रकम बुझाएका तर विगत आ.व.का रोयल्टी रकम नबुझाएका क्यासिनो सञ्चालन गर्न इजाजतपत्र प्राप्त व्यक्ति वा निकायको हकमा २०६९ चैत्र महिनाभित्र तत् तत् आर्थिक वर्षको आर्थिक ऐन बमोजिम लाग्ने रोयल्टी शुल्क तथा थप शुल्क बुझाएमा त्यस्तो इजाजतपत्र नवीकरण गर्ने ।
ग) आ.व. २०६९।७० सम्मको रोयल्टी रकम नबुझाएका क्यासिनो सञ्चालन गर्न इजाजतपत्र प्राप्त व्यक्ति वा निकायको हकमा खण्ड (ख) बमोजिमको अवधिभित्र रोयल्टी र शुल्क तथा थप शुल्क बुझाएमा इजाजतपत्र नवीकरण गर्ने ।
घ) खण्ड (क), (ख) र (ग) बमोजिमको म्यादभित्र पनि रोयल्टी र शुल्क तथा थप शुल्क नबुझाउने क्यासिनो सञ्चालन गर्न इजाजतपत्र प्राप्त व्यक्ति वा निकायको आर्थिक ऐन, २०६८ को दफा १६ बमोजिम क्यासिनो बन्द गराई त्यस्तो इजाजतपत्र रद्द गरी बाँकी रोयल्टी, शुल्क तथा रकम सम्बन्धित इजाजतपत्र प्राप्त व्यक्ति वा निकायबाट सरकारी बाँकी सरह असूल उपर गर्ने ।

पर्यटन (दोस्रो संशोधन) ऐन, २०३५ ले पर्यटनसँग सम्बन्धित उद्योग वा क्रियाकलाप इजाजत नलिई कसैले सञ्चालन गर्न नपाउने व्यवस्था गरेको छ । यस मन्त्रालयबाट इजाजतपत्र लिएर मात्र सञ्चालन गर्नुपर्ने पर्यटन क्षेत्रसँग सम्बन्धित ट्राभल, ट्रेकिङ तारे तथा पर्यटकस्तरका होटल, लज, रेष्टुराँ वा बार, पथ प्रदर्शकको कार्य, पदयात्रा, जलयात्रा, ग्लाइडिङ, स्किइङ तथा तोकिएका अन्य पर्यटकीय व्यवशायहरु पर्यटन ऐन, २०३५, होटल, लज, रेष्टुराँ वा रिसोर्ट, बार तथा पथ प्रदर्शक नियमावली, २०३८, पर्वतारोहण सम्बन्धी नियमावली, २०५९, जलयात्रा नियमावली, २०६३, ट्राभल तथा ट्रेकिङ नियमावली २०६२, पर्यटन तथा नागरिक उड्डयन मन्त्रालय पर्यटन उद्योग महाशाखाको आन्तरिक कार्यविधि निर्देशिका २०६४ र पर्यटक यातायात सेवा व्यवशाय दर्ता तथा सञ्चालन कार्यविधि २०६८ बमोजिम इजाजत तथा अनुमति लिएरमात्र सञ्चालन गर्न गराउन हुन सूचित गरिन्छ ।
पर्यटन ऐन, २०३५ बमोजिम संस्कृति, पर्यटन तथा नागरिक उड्डयन मन्त्रालयबाट इजाजत नलिई ट्राभल, ट्रेकिङ एजेन्सीको काम भए गरेको पाइएमा सोही ऐनको दफा ९ बमोजिम नेपाल सरकारले सो एजेन्सीको कारोबार बन्द गर्न लगाई २० हजारसम्म जरिवाना हुने तथा यसरी सजायँ गर्दा पनि अटेर गरेमा पहिलो पटकलाई रु.४० हजार र दोस्रो पटकलाई रु. ८० हजार जरिवाना गरी त्यस्तो ट्राभल वा ट्रेकिङ एजेन्सीको इजाजत रद्द हुने, तारे तथा पर्यटकस्तरको होटल, लज, रेष्टुराँ तथा रिजर्ट र बारले पर्यटन ऐन, २०३५ को दफा १५ अनुसार दफा १० बमोजिम दर्ता वा नवीकरण नगराई कसैले विना इजाजत पर्यटकस्तरको होटल हो भनी कुनै होटल, लज, रेष्टुराँ वा बार सञ्चालन गरेमा वा पर्यटकस्तरको रुपमा होटल, लज, रेष्टुराँ वा बारको शब्द वा चिन्ह प्रयोग गरेमा वा पर्यटकसँग सम्पर्क राखेमा पहिलो पटक भए दश हजार रुपैयाँसम्म, दोस्रो पटक भए दश हजार रुपैयाँदेखि तीस हजार रुपैयाँसम्म र तेस्रो पटकदेखि प्रत्येक पटकको तीस हजार रुपैयाँदेखि पचास हजार रुपैयाँसम्म जरिवाना हुने तथा सोही ऐनको दफा ४५ अनुसार दफा ३९ बमोजिम इजाजत प्राप्त नगरी कुनै व्यक्तिले पथ प्रदर्शकको काम गरेमा चार हजार रुपैयाँसम्म जरिवाना, इजाजतपत्र नवीकरण नगरी पथ प्रदर्शकको काम चालू राखेमा दुई हजारसम्म जरिवाना हुने र सोही ऐनको दफा ४५ क. र ४५ ख. बमोजिम पदयात्रा, जलयात्रा, ग्लाइडिङ, स्किइङ तथा तोकिएको अन्य पर्यटकीय व्यवसायहरुको अनुमति नलिई सञ्चालन गरेमा त्यस्तो व्यक्तिलाई २० हजारसम्म जरिवाना गरिने हुँदा आआफ्नो व्यवसय दर्ता गरेर मात्र सञ्चालन गर्न हुन अनुरोध छ । अन्यथा कारवाही तथा जरिवाना भई जाने व्यहोरा सम्बन्धित सबैको जानकारीको लागि यो सूचना प्रकाशित गरिएको छ ।

नेपाल सरकारको आ.व. २०६९÷०७० को स्वीकृत कार्यक्रम अनुसार पुष्पलाल राष्ट्रिय पुरस्कार प्रदान गरिने भएकोले निम्नानुसारका क्षेत्रमा संलग्न व्यक्ति वा संस्थाको नाम चयनका लागि मिति २०७० बैसाख ३ गतेभित्र यस मन्त्रालय अथवा पुष्पलाल स्मृति प्रतिष्ठानमा प्राप्त हुने गरी विषयक्षेत्र किटान गरी पुरस्कार दिन योग्य व्यक्ति वा संस्थाको विवरण सहित सिफारिश गर्नका लागि यो सूचना गरिएको छ ।

ग) साहित्य, संस्कृति र विज्ञान
प्रगतिशील साहित्य सिर्जना र नेपाली समाजका सांस्कृतिक पक्षको खोज अनुसन्धान तथा लेखन र विज्ञान प्रविधिको क्षेत्रमा गरिएका खोज, अनुसन्धान एवं लेखन कार्य ।

यस मन्त्रालयको लागि चालु २०६९/७० मा मन्त्रालयद्धारा सन्चालन गरिने पर्वतारोहण सम्बन्धी कार्यमा GPS Tracking System लागू गर्न आवश्यक पर्ने Equipment खरिद तथा जडान गरी मन्त्रालयमा Real Time Panic Monitoring Station स्थापना गर्ने र परामर्श सेवा समेत उपलब्ध गराउने कार्य एकै प्याकेजमा सिलवन्दी वोलपत्रको माध्यमवाट ठेक्का व्यवस्थापन गर्नु पर्ने भएकोले यो वोलपत्र आव्हानको सूचना प्रकाशित गरिएको छ । आयकर तथा मूल्य अभिवृद्धि कर (VAT) मा दर्ता भएका ईजाजत प्राप्त कार्यानुभव भएका ईच्छुक फर्म, कम्पनी वा संस्थाहरुले यो सूचना पत्रिकामा प्रकाशित भएको मितिले ३० औं दिन कार्यालय समय सम्म वोलपत्र फाराम खरिद गरी ३१ औं दिन दिनको १२.०० वजे भित्र सिलवन्दी वोलपत्र दाखिला गर्नु पर्नेछ । दर्ता हुन आएका वोलपत्रहरु सोही दिन दिनको १४.०० वजे मन्त्रालयको सिंहदरवार स्थित कार्यालय भवनमा खोलिनेछ । वोलपत्रको विस्तृत विबरण सहितको सूचना यस मन्त्रालयको सिंहदरवार स्थित भवन र पर्यटन उद्योग महाशाखा प्रदर्शनीमार्ग, भृकुटीमण्डपको सूचना पाटीमा हेर्न सकिनेछ । उक्त दुवै स्थानवाट वोलपत्र फाराम खरिद गर्न सकिने र दाखिलाको हकमा मन्त्रालयको खरिद इकाई (कोठा नं. ३१०) मा गर्नु पर्नेछ । विस्तृत जानकारी लिन चाहेमा मन्त्रालयको खरिद इकाईमा सम्पर्क राख्न सकिनेछ ।
GPS Tracking System मा कार्यानुभव भएका इच्छुक फर्म, कम्पनी वा संस्थाहरुबाट मन्त्रालयबाट स्वीकृत TOR तथा निम्नानुसारका शर्तहरुको अधिनमा रही बोलपत्र दाखिला गर्नु हुन यो सुचना प्रकाशित गरिएको छ ।
१. यो सुचना प्रथम पटक प्रकाशित भएको मितिले ३० दिन भित्र बोलपत्र फाराम खरिद गरी ३१ औं दिन दिनको १२:०० बजे भित्र बोलपत्र दाखिला गर्नु पर्नेछ । वोलपत्र दाखिला गर्ने दिन विदा पर्न गएमा लगतै कार्यालय खुलेको दिनलाई मानिने छ ।
२. बोलपत्रदाताले रु.४०,०००(चालिस हजार) बराबरको रकम कोष तथा लेखा नियन्त्रकको कार्यालय, काठमाण्डौको एभरेष्ट बैंक सिंहदरवार स्थित धरौटी खाता नं. १३५००१ मा जम्मा गरेको बैंक भौचर वा कम्तिमा १२० दिन म्याद भएको बैंक जमानत, संस्थादर्ता प्रमाणपत्र, कर चुक्ता प्रमाणपत्र, आयकरदर्ता प्रमाणपत्र तथा मूल्य अभिबृद्धि कर (VAT) मा दर्ता भएको प्रमाणपत्रको प्रमाणित प्रतिलिपि संलग्न गर्नु पर्नेछ ।
३. बोलपत्र साथ सम्बन्धित बोलपत्रदाताले खरिद कारवाहीमा भाग लिन अयोग्य नभएको, खरिद कारवाहीमा आफ्नो स्वार्थ नबाझिएको र पेशा सम्बन्धी कसूरमा आफुले सजाय नपाएको भनी लिखित रुपमा व्यक्त गरेको घोषणा कागजातमा अनिवार्य रुपमा हस्ताक्षर र सहिछाप गरेको हुनुपर्नेछ ।
४. दाखिला हुन अएका बोलपत्रहरु सूचना प्रकाशित भएको ३१औं दिन दिनको १४.०० बजे मन्त्रालयमा बोलपत्रदाता वा निजको प्रतिनिधिको रोहवरमा खोलिनेछ । निजहरु उपस्थित नभए पनि बोलपत्र खोल्न बाधा पर्ने छैन ।
५. विल अफ क्वाण्टिटिजमा निर्दिष्ट भए अनुसार प्रति इकाई दर तथा जम्मा कबोल रकम उल्लेख गरी सोको जोड जम्मा रकममा मूल्य अभिवृद्धि कर (VAT) समेत जोडी कुल जम्मा अंक र अक्षरमा स्पष्ट उल्लेख गर्नु पर्नेछ । अंक र अक्षरमा फरक पर्न गएमा अक्षरलाई मान्यता दिईनेछ ।
६. रित नपुगेको, म्याद नाघि प्राप्त भएको वा केरमेट भै अंक अक्षर नबुझिने तथा बोलपत्रदाताको हस्ताक्षर नभएको बोलपत्र उपर कुनै कारवाई हुने छैन । बोलपत्र स्विकृत गर्ने वा नगर्ने सम्पूर्ण अधिकार मन्त्रालयमा निहित रहनेछ ।
७. बोलपत्र फाराम पर्यटन उद्योग महाशाखा, भृकुटिमण्डप र मन्त्रालयको आर्थिक प्रशासन शाखाबाट रु.१०००।- तिरी खरिद गर्न सकिनेछ । तर बोलपत्र दाखिला सम्बन्धी कार्य मन्त्रालयको खरिद इकाईमा(कोठा नं.३१०) मात्र हुनेछ । यो सुचनामा नपरेका कुराहरु सार्वजनिक खरिद ऐन, २०६३ र नियमावली, २०६४ तथा अन्य प्रचलित कानून बमोजिम हुनेछ ।

सगरमाथा राष्ट्रिय पुरस्कार, २०७० तथा तेञ्जिङ्ग हिलारी पर्वतारोहण पुरस्कार, २०७० वितरण गर्नको लागि योग्य व्यक्ति वा संघ संस्था छनौट गरी सिफारिश गर्नुपर्ने भएको हुँदा तपसिलमा उल्लिखित मापदण्डभित्र रही उक्त पुरस्कार प्राप्त गर्न योग्य ठहरिन सक्ने व्यक्ति तथा संस्थाहरु वा त्यस्ता व्यक्ति/संस्थाहरुको बारेमा जानकारी पाएका व्यक्ति/संस्थाहरुले यो सूचना प्रकाशित भएको मितिले १५ (पन्ध्र) दिनभित्र गरेको कामको विवरण र सो कुरालाई पुष्ट्याई गर्ने आधारहरुसहित यस महाशाखामा आवेदन दिन हुन सर्वसाधारणको जानकारीको लागि यो सूचना प्रकाशन गरिएको छ । सो सम्बन्धी अन्य विस्तृत जानकारीको लागि यस महाशाखामा सम्पर्क राख्नु हुन अनुरोध छ ।
तपसिलः–
१. सगरमाथा राष्ट्रिय पुरस्कार, २०७० छनौट मापदण्डका आधारहरु :
(क) नेपालको पर्वतीय पर्यटन वा पर्वतारोहणको विकास र विस्तारमा विशिष्ट योगदान पुर्याएको कुनैपनि व्यक्ति ।
(ख) पर्वतारोहणको क्षेत्रमा विशेष योगदान पुर्याउने राष्ट्रिय वा अन्तर्राष्ट्रिय किर्तिमानहरु कायम गरेका पर्वतारोही ।
(ग) नेपालको पर्वतीय पर्यटन, पर्वतारोहण र पर्वतीय सरसफाईको कार्यमा उत्कृष्ट र प्रशंसनीय कार्य गर्ने गैह्रनाफादायी र गैह्रव्यवसायिक संघ संस्थाहरु ।
(घ) यो पुरस्कार कुनै व्यक्तिलाई मरणोपरान्त पनि दिन सकिनेछ ।
(ङ) संघ संस्थाको हकमा नेपालमै कार्यरत रहेको, गैह्रव्यापारिक र ग्रैह्रनाफादायी संस्था हुनु पर्नेछ ।
२. तेञ्जिङ्ग हिलारी पर्वतारोहण पुरस्कार, २०७० छनौट मापदण्डका आधारहरु :
(क) पर्वतीय प्रवद्र्धन, पर्वतीय क्षेत्रको सामुदायि विकास, पर्वतीय क्षेत्रको पर्यटन पूर्वाधार विकासमा महत्वपूर्ण योगदान गर्ने संघ/संस्था/व्यक्ति ।
(ख) राष्ट्रिय तथा अन्तर्राष्ट्रिय पर्वतीय प्रवद्र्धनको क्षेत्रमा महत्वपूर्ण योगदान गर्ने संघ÷संस्था÷व्यक्ति
(ग) वृत्त चित्र, सञ्चार, फिल्मको माध्यमबाट पर्वतीय पर्यटनको प्रवद्र्धन र विकासमा महत्वपूर्ण योगदान गर्ने संघ/संस्था/व्यक्ति
(घ) पर्वतारोहण गर्ने पर्वतारोही, पदयात्रीहरुको जोखिमपूर्ण उद्धारका कार्यमा विशेष योगदान गर्ने सघं/संस्था/व्यक्ति ।
(ङ) पदयात्री तथा पर्वतारोही टोलीका सदस्य, कार्यकर्ता तथा संलग्न व्यक्तिहरुको स्वास्थ्य उपचारमा उल्लेखनीय योगदान गर्ने संघ/संस्था/ व्यक्ति ।
(च) नेपालको प्रसिद्ध पर्यटकीय क्षेत्रको बारेमा तयार पारिएको यात्रा साहित्य, बृत्तचित्र, पुस्तक, गीत, समाजशास्त्रीय अध्ययन, शोध तथा अनुसन्धान, फोटो तस्वी, चित्रकला, वातावरणीय संरक्षणको क्षेत्रमा महत्वपूर्ण योगदान गरेको संघ/संस्था/व्यक्ति ।

यस मन्त्रालयको चालु आ.ब. २०६९/७० को स्वीकृत संस्कृति प्रवर्द्धन कार्यक्रम अन्तर्गत निम्न कार्यका लागि अनुदान उपलब्ध गराइने कार्यक्रम रहेको हुँदा इच्छुक संघ संस्थाहरुले विस्तृत विवरण सहितको प्रस्तावना (Proposal) गोरखापत्रमा यो सूचना प्रकाशित भएको मितिले ३० (तीस) दिन भित्र यस महाशाखामा आइपुग्ने गरी पेश गर्नु हुन सम्बन्धित सबैको जानकारीका लागि यो सूचना प्रकाशित गरिएको छ ।
१) नेपाल राज्यभर रहेका विभिन्न मठ, मन्दिर, गुम्बा, गिर्जाघर, मस्जिद, गुरुद्धार वा अन्य धार्मिक संस्था र सांस्कृतिक महत्वका वस्तु आदिको संरक्षण एवं जिर्णोद्धार गर्न । नयाँ
२) नेपाल राज्यभर रहेका अमूर्त सांस्कृतिक सम्पदाको संरक्षण सम्वर्द्धन गर्न । नयाँ
३) नेपालको ऐतिहासिक, धार्मिक, साँस्कृतिक महत्वका विषयमा कृतिहरु लेखी प्रकाशित गर्न बाँकि रहेका कृतिहरुको प्रकाशनका लागि अप्रकाशित कृतिहरु प्रकाशन गर्न । नयाँ
४) राष्ट्रिय प्रतिभा स्मारक कोषका लागि अनुदान प्राप्त गर्न । नयाँ
- सि. नं. १, २, र ३ को अनुदानको बाडफाँड अनुदान उपलब्ध गराउने र त्यसको उपयोग गर्ने सम्बन्धी आन्तरिक कार्यविधि २०६७ (संशोधित) बमोजिम हुनेछ ।
- सि.नं. ४ को अनुदानको बाडफाँड राष्ट्रिय प्रतिभा स्मारक अनुदान बितरण राष्ट्रिय प्रतिभा स्मारक कोष अनुदान बितरण कार्यबिधि, २०६४ बमोजिम हुनेछ ।
- इच्छुक संघ संस्थाहरुले प्रस्तावना पेश गर्दा खाममा संस्थाको नाम, ठेगाना र के कार्यक्रम अन्तर्गत प्रस्ताव पेश गरिएको हो स्पष्ट लेखी पठाउनु पर्नेछ ।
